Federal Agencies Report Breaches by Iranian Hackers, Numerous U.S. States Affected

By Ryan Delarme, December 5, 2023

According to U.S. and Israeli authorities, numerous organizations in the United States were compromised by Iran-affiliated hackers who targeted an Israeli-made industrial control device. A minor water authority in western Pennsylvania was among the many organizations compromised.

“The victims span multiple U.S. states,” an advisory emailed to The Associated Press late Friday by the FBI, the Environmental Protection Agency, the Cybersecurity and Infrastructure Security Agency (CISA), and Israel’s National Cyber Directorate.

The number of compromised organizations was not specified, and no other details were provided.

Federal officials informed Matthew Mottes, chairman of the Municipal Water Authority of Aliquippa, which discovered it had been infiltrated on November 25, that the same group also compromised four other utilities and an aquarium, on Thursday.

Even though there is no evidence linking Iran to the October 7 attack on Israel by Hamas, which instigated the conflict in Gaza, cybersecurity experts anticipate that pro-Palestinian hacktivists and Iranian-backed hackers will intensify cyberattacks against Israel and its allies in the wake of the incident. Indeed, that has occurred.

The multiagency advisory provided information that CISA did not have when it confirmed the Pennsylvania breach on Wednesday: that vulnerable Vision Series programmable logic controllers manufactured by Unitronics are utilized in industries other than water and water treatment facilities.

These sectors include “energy, food and beverage manufacturing, and healthcare,” according to the advisory. The apparatus controls various processes, such as the discharge of fluids, temperature, and pressure.

Crews were compelled to transition to manual operation after the Aliquippa hack prompted employees to temporarily cease pumping at a remote station that regulates water pressure for two neighboring towns. On the compromised device, the hackers left a digital calling card that stated “any Israeli-made equipment is a legal target.”

According to the multiagency advisory, it remained uncertain whether the hackers attempted to further infiltrate the compromised networks. They were granted access that facilitated “more profound cyberphysical effects on processes and equipment,” according to the document.

The hackers, who identify as “Cyber Av3ngers,” are reportedly affiliated with the Islamic Revolutionary Guards Corps of Iran, a foreign terrorist organization designated by the United States in 2019. The group has reportedly been targeting Unitronics devices since at least November 22.

An online search conducted on the engine Shodan on Saturday uncovered over 200 internet-connected devices in the United States and over 1,700 worldwide.

The advisory notes that Unitronics devices are shipped with a default password, which is discouraged by experts due to the increased susceptibility to malware. In accordance with established guidelines, devices need to have an initial password that is distinct from the rest. It is assumed that the compromised devices were accessed by the hackers through “exploitation of cybersecurity vulnerabilities, such as inadequate password protection and internet connectivity.”

According to authorities, a considerable number of water utilities have neglected cybersecurity.

In response to the Aliquippa hack, three Pennsylvania congressmen asked the U.S. Justice Department in a letter to investigate. Americans must know their drinking water and other basic infrastructure is safe from “nation-state adversaries and terrorist organizations,” U.S. Sens. John Fetterman and Bob Casey and U.S. Rep. Chris Deluzio said. Cyber Av3ngers claimed in an Oct. 30 social media post to have hacked 10 water treatment stations in Israel, though it is not clear if they shut down any equipment.

According to Sergey Shykevich of Check Point, the organization has escalated and broadened its focus on Israeli critical infrastructure since the inception of the Israel-Hamas conflict. Before the events of October 7, Iran and Israel were involved in a low-level cyberconflict. The AP has not received a response from Unitronics regarding the breaches.

A federal appeals court decision prompted the EPA to rescind a rule that would have required U.S. public water systems to conduct cybersecurity testing as part of their routine federally mandated audits. The attack occurred less than one month later. A federal appeals court decision in a case filed by Missouri, Arkansas, and Iowa, with the support of a water utility trade group, instigated the reversal.

Fetterman Calls on Senate to Boot Mendez After Santos Expulsion
In a surprising move of partisan-transcending integrity, Congressman John Fetterman calls for the suspension of New Jersey Democratic Sen. Bob Menendez as the House expels George Santos

By Ryan Delarme, December 3, 2023

On Friday, Democratic Sen. John Fetterman of Pennsylvania asked again for New Jersey Democratic Sen. Bob Menendez to be kicked out of the Senate. This came after the House voted out Republican Rep. George Santos earlier in the day.

Controversies have been leveled against Menendez, accusing him of serving as an Egyptian government foreign agent. Despite submitting his plea of not guilty and resisting demands for his resignation, he ultimately relinquished his position as chairman of the Senate Foreign Relations Committee.

During his appearance on “The View,” Fetterman stated:

“We have a colleague in the Senate that actually does much more sinister and serious kinds of things: Sen. Menendez. He needs to go. And if you are going to expel Santos, how can you allow somebody like Menendez to remain in the Senate?”

Amidst a federal indictment detailing 23 counts against Santos and a House Ethics Committee report alleging a multitude of improper activities, the House of Representatives voted 311-214 to expel him.

U.S. Banks Desperately Try to Stay Open Amid a Flood of Branch Closings.
JPMorgan Chase will close a total of 159 local branches by the end of this calendar year

By Ryan Delarme, December 3, 2023

Things will work out well in the long run if you do them the right way. Conversely, things will go badly if you do them the wrong way. Unfortunately, our banks, the circulatory system of our economy, have been seemingly intentionally doing things wrong for a long time.

The whole system is being shaken up because of this. An alarming number of loans are becoming past due, there have been numerous “banking glitches” in the past few months, tens of thousands of banking workers have already been let go, and U.S. banks are holding on to hundreds of billions of dollars in hidden losses.

It looks like things will get even more confusing over time. As smaller banks fall, the bigger banks will take them over. Of course, the big boys will also be having a hard time staying living as things progress toward an inevitable conclusion.

If you think I’m just pulling all of this out of my derriere, consider that it is being reported that JPMorgan Chase will close a total of 159 local branches by the end of this calendar year…

In 2023, JP Morgan Chase has or will close 159 branch locations across the United States. The banking giant is not alone in its decision to scale back its physical presence as banking moves online; Bank of America, Wells Fargo, and Citi Bank have announced closures at similar scales that will continue into 2024.

Bank of America is following close behind. More than 100 local offices will be shut down for good by the end of 2023, we’ve been told.

Bank of America is the second largest bank in the United States, and this year, the financial giant has announced that it will close up to 138 locations. To date, 95 branches have been closed this year, and 15 more are to shutter by the end of the year. The remaining locations are planned to close in 2024, meaning that the trend, common among nearly all of the big banks of shutting local branches will continue.

Naturally, this “avalanche” of closed branches didn’t start yesterday. We saw more than 3,000 bank stores closed in 2022. It’s unprecedented in modern times, but the consensus is that more branches will close in 2024.

At this very moment, U.S. banks are sitting on a huge pile of deferred losses. Not only that, but new numbers just out show that U.S. banks have a total of $684 billion in unrecognized losses…

“Unrealized losses” on securities – mostly Treasury securities and government-guaranteed MBS – at FDIC-insured commercial banks at the end of Q3 jumped by $126 billion (or by 22%) from the prior quarter, to $684 billion, according to the FDIC’s quarterly bank data release on Wednesday.

The real danger will be if Americans, seeing that certain banks cannot honor withdrawal requests, decide to make bank runs. Do you remember when Silicon Valley Bank failed earlier this year? Well, that is precisely what happened.

A new report says that three banks are especially at risk right now…

As per the Daily Mail:

Regional banks Comerica, First Horizon and Zions are at risk of being targets for acquisition by larger rivals, according to a new report.

Since the collapse of Silicon Valley Bank in March, the US banking industry has been poised for a reconfiguration that could see smaller regional banks wiped out.

At the same time, the housing bubble is poised to burst.

A recent report showed that the number of potential home sales in the U.S. has dropped to its lowest level ever…

Pending home sales, a measure of signed contracts on existing homes, dropped 1.5% in October from September.

They hit the lowest level since the National Association of Realtors began tracking this metric in 2001, meaning it’s even worse than readings during the financial crisis more than a decade ago. Sales were down 8.5% from October of last year.

Spend some time mentally marinating on those paragraphs.

Pending home sales have never been this low, not even in the worst days of the financial crisis in 2008 and 2009.

Let’s hope that everyone stays calm and things keep going as normal for as long as possible. Because there will be a huge problem as soon as people start to worry and take their money out of banks.

Lots of U.S. banks are “financial zombies” right now, as are a lot of U.S. customers, with the U.S. government being the biggest “financial zombie” of all.

The WHO’s Monumental Power Grab is Still on the Table
The "WHO CA+", colloquially known as the "Pandemic Treaty", seeks to elevate the WHO to a de facto world-governing body in the event of another pandemic.

By Ryan Delarme, November 15, 2023

The World Health Organization is still pushing the proposed “pandemic treaty” as well as the highly controversial amendments to the International Health Regulations (IHR).

Countless analysts have cautioned that the ratification of either, let alone both, would devastate or even completely strip away sovereignty from nation-states and place public health decision-making power in the hands of the WHO and its director-general.

According to author and researcher James Roguski, these two proposals would morph the WHO from an advisory organization to a defacto world government whose edicts would become legally binding.

They also would greatly expand the scope and reach of the IHR, institute a system of global health certificates and “passports” and allow the WHO to mandate medical examinations, quarantine, and treatment.

What is the WHO CA+?

In December 2021, it was decided at a special session of the World Health Assembly to establish an Intergovernmental Negotiating Body (“INB”), representing all regions of the world, to draft and negotiate “a WHO convention, agreement, or other international instrument on pandemic prevention, preparedness, and response.”

Soon after, the term “Pandemic Treaty” began floating in and out of public awareness but was never clearly defined by the press or the institutions advocating for it.

The usual suspects in the mainstream media seemed more concerned with convincing the public that their suspicions were invalid than effectively explaining what the so-called treaty actually proposed.

Outlets like SkyNews Australia at least tried to warn of the potential dangers

So, what exactly is the Pandemic Treaty?

For starters, the Pandemic Treaty isn’t really a treaty at all, but rather what’s called a “Convention agreement”, and as such isn’t subject to the typical requirements for ratification, namely having to pass a vote in the U.S. Senate.

Additionally, the proper name for this “convention agreement” is “The WHO CA+”.

On May 22nd, 2023, the “Drafting Group of the Intergovernmental Negotiating Body to Draft and Negotiate a WHO Convention, Agreement, or Other International Instrument on Pandemic Prevention, Preparedness, and Response” released an unedited draft titled “The Bureau’s Text of the WHO CA+”. (#)

The Bureau’s Text revealed the true goals of the WHO and its funders, goals that are so unabashedly dystopian in scope that most people would assume they were satyrical.

The proposed treaty establishes a “Conference of the Parties” or C.O.P., which would essentially become a new bureaucracy beyond Congressional or Parliamentary oversight and control. (# Article 20)

This group would include:

“Representatives of the United Nations and its specialized agencies” as well as “representatives of any body or organization, whether national or international, governmental or nongovernmental, private sector or public sector, which is qualified in matters covered by the WHO CA+”

These individuals would be empowered to add protocols to the agreement without the consent of the public. (# Article 34)

Despite the convoluted jargon used in the Bureau’s text, this transfer of power from We the People to the unaccountable, unelected, and mostly invisible members of the so-called “Conference of the Parties” has been described as a veiled but direct attack on the sovereignty of nations.

In a nutshell, the pandemic treaty, or WHO CA+, will grant the WHO power over far more than ‘pandemic’ responses. Under the new convention, the WHO’s dictates will supersede and overrule any and all local, state, and federal laws (whether or not they will be able to enforce those dictates has yet to be seen.)

Some of the proposals in the pandemic treaty include:

  • Setting up an international supply network overseen by the WHO
  • Funding the WHO’s health emergency structures and processes by requiring at least 5% of national health budgets to be dedicated to health emergencies.
  • Setting up a governing body under the auspice of the WHO to oversee the entire health emergency process.
  • Expanding the scope of the WHO’s power by implementing the “One Health” agenda, which recognizes that a very broad range of aspects of life and the environment can impact health and therefore fall under the “potential” to cause harm.

Consider the implications of this.

Just about anything can be sold as “potentially harmful” when you consider that the affiliated media has the ability to shape the public discourse, essentially determining how people should think and feel about any given topic. As long as the media pumps out sufficient fear and propaganda, the scope of the WHO’s power will be limited only by their imagination.

Additionally, the emphasis on the “One Health” concept, combines human health, animal health, and environmental concerns, meaning that under the One Health agenda, the WHO would be given the power to make decisions concerning diet, agriculture and livestock farming, environmental pollution, the movement of populations, and much more.

WHO Now Urging Member States to Finalize

Tedros Ghebreyesus, Director-General of the WHO, opened the Global Symposium of Global Health Security and Diplomacy in the 21st Century on Monday by saying that the coming year is “a generational opportunity that we must not miss.”

“As you know, Member States are now in the process of negotiating a new legally binding agreement on pandemic preparedness and response, and amendments to the International Health Regulations,” he said, adding that “the two will form the vital legal framework for a safer world.”

Ghebreyesus has said in the past that a Pandemic Treaty would not force countries to follow its rules, but he has also threatened to punish countries that don’t. He also listed three action plans for all member states to follow starting Monday, the first being that “we must close the governance gap.”

He’s also hinted that “misinformation”, IE unsanctioned scrutiny and dissent, is going to be an obstacle for the WHO in bringing this agenda forward. Amongst his list of hurdles to overcome, Ghebreyesus said on Monday that one of the challenges ahead is the increase of public skepticism with regard to institutions and science.

December is the month that they are going to try to push the Pandemic treaty forward. Remember, there’s no ratification process for a convention agreement, it exists because the Convention of Parties decides it exists, and with the powers that will be granted to the WHO should this convention agreement move forward, we would all be subject to the will of the WHO and its primary funders should another pandemic mysteriously appear.

Author’s Note:

I realize that this might all sound a lot more frightening than it really is. It is a pressing situation that deserves our attention, to be sure, but it is not a death sentence for the Constitution.

I’ve been trying to imagine how any of this would actually be enforced. The WHO is like a paper tiger, it doesn’t have its own policing force unless the Federal gov can convince State and local authorities to sell out the people in their communities, and given the current climate and the disillusionment that came after the response to COVID, I don’t know how that would play out. Maybe I’m too optimistic.

Additionally, for a more learned opinion on the subject, I would direct folks to the great James Roguski. I recommend checking out his latest post on the “Treaty” linked HERE.

If you are particularly interested in learning the more granular details about this subject, I highly recommend listening to this recent Twitter Space with Roguski hosted by Maze Love.

Calls for Biden to Withdraw Assange Extradition Gains Bipartisan Support
16 Democratic and Republican members of Congress call for president Biden to withdraw US extradition request against WikiLeaks publisher Julian Assange

By Ryan Delarme, November 13, 2023

Last week a cadre of lawmakers were able to see through their unyielding contempt for one another long enough to sign a letter calling on Joe Biden to withdraw the U.S. extradition request against WikiLeaks founder Julian Assange. It’s a rare occurrence when hyper-partisan politicians find a common cause and work together to do what’s right, but apparently, it can still happen.

Never before have we seen the likes of Alexandria Occasio Cortez and Marjorie Taylor Greene working towards the same goal, one that an overwhelming majority of Americans support. The two are among the sixteen members of the US Congress who have personally written to President Joe Biden, pleading with the US to immediately halt any legal action against Assange and to abandon its efforts at extradition.

Assange continues to resist an American effort to extradite him for prosecution under the Espionage Act, from Belmarsh prison in London. The allegations pertain to the dissemination of diplomatic dispatches and hundreds of thousands of leaked documents concerning the Afghanistan and Iraq wars during the years 2010 and 2011, among many other things.

These 16 members of Congress argue that prosecuting Assange would set a dangerous precedent for press freedom and could have chilling effects on investigative journalism worldwide. In the letter, they emphasize the importance of protecting whistleblowers and the public’s right to access information in the interest of transparency and accountability.

The letter reads:

Dear President Biden,

As Members of Congress deeply committed to the principles of free speech and freedom of the press, we write to strongly encourage your Administration to withdraw the U.S. extradition request currently pending against Australian publisher Julian Assange and halt all prosecutorial proceedings against him as soon as possible.

Mr. Assange, the founder of WikiLeaks, faces multiple charges under the Espionage Act due to his role in publishing classified documents about the U.S. State Department, Guantanamo Bay, and wars in Iraq and Afghanistan. He has been detained on remand in London since 2019 and is pending extradition to the U.S., having lost his appeal of the extradition order in the courts of the United Kingdom.

Deep concerns about this case have been repeatedly expressed by international media outlets, human rights and press freedom advocates, and Members of Congress, among others. To cite only a few of the commentaries, in November 2022, The New York Times, The Guardian, Le Monde, DER SPEIGEL and El Pais came together to express their grave concerns about the continued prosecution of Julian Assange for obtaining and publishing classified materials, arguing that “publishing is not a crime.” In December 2022, a coalition of press freedom, civil liberties, and international human rights organizations wrote to Attorney General Merrick Garland urging him to correct course and abandon the relentless pursuit of Mr. Assange in order to protect the ability of journalists to report freely on the United States without fear of retribution. U.S. elected officials have previously called on the Administration to drop the charges against Mr. Assange, including in April of this year when Members of the House argued that “[e]very day that the prosecution of Julian Assange continues is another day that our own government needlessly undermines our own moral authority abroad and rolls back the freedom of the press under the First Amendment at home.”

We believe the Department of Justice acted correctly in 2013, during your vice-presidency, when it declined to pursue charges against Mr. Assange for publishing the classified documents because it recognized that the prosecution would set a dangerous precedent. We note that the 1917 Espionage Act was ostensibly intended to punish and imprison government employees and contractors for providing or selling state secrets to enemy governments, not to punish journalists and whistleblowers for attempting to inform the public about serious issues that some U.S. government officials might prefer to keep secret. We are aware that the Assange case has been cited by officials of the People’s Republic of China to claim that the U.S. is

“hypocritical” when it comes to its purported support for media freedom. We are also well aware that should the U.S. extradition and prosecution go forward, there is a significant risk that our bilateral relationship with Australia will be badly damaged.

It is the duty of journalists to seek out sources, including documentary evidence, in order to report to the public on the activities of government. The United States must not pursue an unnecessary prosecution that risks criminalizing common journalistic practices and thus chilling the work of the free press. We urge you to ensure that this case be brought to a close in as timely a manner as possible.

Sincerely,

James P. McGovern

These Morning Consult Pro poll surveys were conducted in August and September 2022 among representative samples of at least 1,000 adults in each country and found that in most cases the percentage of citizens who oppose the extradition is much larger than those who believe Assange was in the wrong, with sizable portions of the population having no opinion, or generally uninformed

Additionally, we see that there are generally more people of influence using their platforms in support of Assange than there are folks who seek to convince the public of his guilt and need for excessive punishment. Among those who’ve expressed a desire to see the extradition withdrawn are Assange’s wife Stella Assange, political critic Noam Chomsky, Jeremy Corbyn, Sarah Palin, Tulsi Gabbard, Pamela Anderson, Roger Waters, and Edward Snowden.

Contrarily, when it comes to those who have been vocal about the importance of extraditing Assange, you have a who’s who of the most unpopular figures in American politics, including John Bolton, Mitch McConnel, and Hillary Clinton. These individuals have consistently argued that Assange’s actions pose a significant threat to national security and the integrity of classified information. They believe that holding him accountable would send a strong message to potential whistleblowers and discourage future leaks of sensitive information.

The real story here is how the most unexpected bedfellows have come together to get something done for the American people. Take note of all the members of Congress who have not signed this letter, and remember that they took a stance against independent journalism.
